I don't know if what I'm going to say is applicable to this situation, but I am going to say it anyway.

Mankind is supposed to be the Stewards of animals. What is happening? Why aren't the dogs and cats spayed and altered. If people were responsible, we wouldn't have the situation there is now. Many people adopt puppies I think to amuse their young children and then they toss them away like garbage. Many do not know how to handle a puppy or grown dog and give up and get rid of them.

Please if you have an animal try to get someone to take it before bringing to a shelter or leaving it tied up somewhere.
