Unenforceable?

I would have preferred a choice like: Such a law is unenforceable and therefore not practical. If such a law were in place I don't think there'd be any safe haven for animals. Keep in mind that not only individual owners could be sued under such a law. Vets, shelters who are overworked and underfunded, petshop owners, etc. could all be potential defendants. In the end we may have less stays--but for the wrong reasons."
